多く国々の司教らがすでに行っていること、
コロナウイルスの緊急事態であること、
聖母にお恵みと憐れみを主に懇願することを祈ることこそ、今苦しんでいる人々や医療従事者たち、国民に対する最大の保護であること、
全国が一つとなって、聖母に祈ること、
5月13日、まず、ロザリオを祈り、次に、聖母の汚れなき御心にフィリピンを奉献する祈りを唱え、最後にミサを捧げる。
願わくは、日本の司教様たちも、フィリピンの兄弟の司教たちの素晴らしい聖母信心を真似して、日本を聖母の汚れなき御心に奉献してくださいますように!

Your Eminences, Excellencies and Reverend Administrators:RE: May 13 National Consecration to the Immaculate Heart of Mary
In 2013, the Catholic Bishops’ Conference of the Philippines approved the yearly National Consecration of our country to the Immaculate Heart of Mary, in preparation for and leading to the celebration of the 5th Centenary of the Christianization of the Philippines, held during its Memorial every June.
But we are now in extraordinary times, and even the bishops of our fellow nations are doing the Act of Consecration to the Immaculate Heart of Mary because of the sense of urgency, just like the Message of Fatima which St. John Paul II reiterated as “ever more relevant and more urgent now than in 1917”.
As we approach 13 May 2020 and celebrate the 103rd Anniversary of the Apparition of Our Lady of Fatima, it is an opportune time to reflect on the current situation that the world is experiencing right now. The simultaneous National Consecration to the Immaculate Heart of Mary on this Feast of Our Lady of Fatima must be accomplished. This is our country’s way to implore the grace and mercy of the Lord to end the pandemic of corona virus and to seek the intercession of the Blessed Virgin Mary for the healing and recovery of all those who are infected, and for strength and protection of the front-liners and our fellow citizens.
As one nation, our celebration on that day will have three parts: first, the praying of the Holy Rosary; second, the Act of Consecration of the Philippines to the Immaculate Heart of Mary; and third, the celebration of the Holy Eucharist.
All the archbishops and bishops of the country are requested to participate in this event together with the clergy, religious, and families at their homes with the National Shrine of Our Lady of Fatima in Valenzuela City (Diocese of Malolos) as the center of the activity.
The celebration will start at 8:30 in the morning with the praying of the Holy Rosary.
Attached are three important materials:
1) the guide for the Holy Rosary,2) the Act of Consecration of the Philippines to the Immaculate Heart of Mary,3) the text for the Holy Mass.
These were prepared by the National Shrine of Our Lady of Fatima with the guidance and approval of Bp. Dennis Villarojo, Bishop of Malolos and Bp. Guillermo Afable, Bishop of Digos and National Chaplain of World Apostolate of Fatima (WAF). The celebration shall be broadcasted via TV Maria Philippines and cross-posted in various Catholic Social Media platforms all over the country.

Pastoral Statement: Consecration of the Archdiocese to the Blessed Virgin Mary
My dear people of God in the Archdiocese of Manila,
We have started the Enhanced Community Quarantine (ECQ) last March 15.
Now the month of May is upon us. We never thought then, that the quarantinewould be so long. We have accepted the lockdown for the sake of the commongood, though by now it is taking its toll on us. There is restlessness, and even fear, mostly because of its economic effects. Many people are unsure of their future. It is in this situation that we need to be strong with the strength that comes from above. St. Paul wrote: “When I am weak, then I am strong” (2 Cor. 12:10). This strength no longer comes from him.
As we enter the month of May, what comes to our mind is the Blessed Virgin Mary. May is the month of Mama Mary. We have many fiestas of our Lady on this month. We have the Flores de Mayo celebrations. We will all miss these this year. Nevertheless, let us keep the month of May as a Marian month. During this month let us intensify the devotion to our Blessed Mother in our homes. We candecorate the altar of Mama Mary. We can daily pray the Holy Rosary as a family.We may not be able to offer flowers but we can daily offer some small good deedto Our Mother.
As we try to do these individually in our homes, let us also do something together as an Archdiocese. The main patron of our Archdiocese is the Immaculate Conception. We are a Marian local church. On May 13, which is the 103rd anniversary of the apparition of Our Lady at Fatima, at 12 noon, we will have a Holy Mass in the Manila Cathedral during which we will consecrate the whole Archdiocese of Manila to the Blessed Virgin. The prayer of consecration will be done by all of the faithful of the Archdiocese to be led by the mayors of the five cities that comprise the Archdiocese: Manila, Mandaluyong, Pasay,Makati, and San Juan. It will be beautiful when all the people God, led by theircivil and religious leaders, put themselves under the protection of the Blessed Virgin.
In order that this act of consecration be meaningful, from the first week of May,there will be a series of catechetical instructions online explaining the meaningand implication of such consecration.
Then from May 10, we will start a triduum(three days) of daily penance and rosary which will culminate on the common Act of Consecration on the 13th. We do this to implore the protection of the powerful intercession of our Blessed Mother in this difficult time, especially as we move to the transition to a new way of life after the quarantine. We need strength from above, and we have a powerful intercessor in Mama Mary to get that heavenly help.
Already I thank the honorable mayors of our cities, Mayor Francisco ‘Isko’ Domagoso, Mayor Carmelita Abalos, Mayor Abigail Binay, Mayor Imelda Calixto-Rubiano, and Mayor Francisco Zamora, for showing their willingness to join us in the Holy Eucharist to pray together in filial devotion to the Blessed Mother. We thank them for their gigantic effort to serve their constituents in this difficult time.
